In the Lagos property market, not all papers are created equal. If you are deploying ₦100 million, you aren't just buying "land"; you are buying the legal right to that land.
With the 2026 digitisation of the Lagos State Land Registry, the "Documentation Hierarchy" is now clearer than ever. In Chapter 3 of "₦100 Million to Wealth," we break down the four tiers of security you need to know.

Tier 1: The "Gold Standard" (C of O & Governor’s Consent)
Certificate of Occupancy (C of O): The "Birth Certificate" of a property. It is the first document issued by the State Government, granting a 99-year lease.
Governor’s Consent: This is the "Passport" for resale. If a property already has a C of O and you buy it, you must obtain the Governor’s Consent to make the transfer legal. In 2026, if it’s not on the e-GIS portal, it doesn't exist.
Tier 2: The "Safe Middle" (Gazette & Excision)
Gazette: An official government book that lists land "Excised" (released) to communities. If your land is in a Gazette, it is free from government acquisition and you can apply for a C of O.
The Risk: Ensure your specific coordinates match the Gazette’s description.
Tier 3: The "Work in Progress" (Registered Survey)
The Reality Check: A Survey Plan is NOT a title. It is merely a map showing where the land is. Having a "Registered Survey" means the government knows the land is there, but it doesn't mean they've recognized you as the legal owner yet.
Tier 4: The "Danger Zone" (Family Receipts)
Buying with just a "Family Receipt" from local sellers (Omo Onile) is the fastest way to lose ₦100M in 2026. Without a formal deed and a charted survey, your investment is legally invisible.
The 2026 Rule: Before you pay, Digital First. Use the e-GIS portal to conduct a "Title Search." If the seller's name doesn't trigger a digital match, keep your ₦100M in your pocket.
